Who Controls Schools? Read this to find out.

Joel Spring paints a rather disturbing picture of American education by asking the often overlooked question, Who controls our schools? (hint: not classroom teachers) According to him, it's not necessarily school administrators or superintendents--it's special interest groups. Past efforts to take schools out of politics have ultimately failed because behind every bureaucrat in the public school system is a long trail of puppeteers that ultimately leads back to corporate powerhouses. Spring has obviously read across disciplines, and although he makes his liberal bias very transparent, he renders a very compelling argument.

One of his more interesting claims lies in his critique of site-based management (SBM) as an ostensibly democratic reform model that instead reflects the conservative power structures of hierarchy in local, state, and federal policymaking. "Management" is essentially an Orwellian term, and the function it actually serves is to devolve a very rigid package of curriculum and instruction to teachers, students, and community members. In this sense, there is nothing "local" about local control. Spring argues that if these street-level bureaucrats were actually given the freedom to negotiate the distribution of specific kinds of knowledge, then the practice of SBM would actually reflect the rhetoric it has been built upon.

Reading this book has revealed rather poignantly the minimal amount of control certain policy figures actually have in negotiating the distribution of knowledge within schools. Aside from addressing the political economy of textbook publishing and the test-producing industry, Spring also dissects the processes involved in the federalist system of policymaking. I, personally, never realized how weak our superintendents can tend to be, especially in factional communities, as they often teeter-totter between attempting to appease various board members/powerful interest groups and maintaining tenure in office. Spring does not shortchange readers on vivid examples that help bring clarity to his description of the complex policy matrix; especially enjoyable was the reference to a superintendent who "could barley light a cigarette at board meetings and was rapidly developing ulcers" (p. 144). More importantly, he is consistently cautious in stressing the fluidity in many of the models he uses in his analysis: In this particular case, he warns that the political power of educational bureaucracies and teachers' unions often tempers the effect of community power structures.

It's amazing to realize how the practice of using schools as political battlefields simply goes back to the fundamental divide between social reconstructionists and administrative progressives (Spring draws heavily from Tyack's The One Best System). Spring argues that the former group sees the eradication of poverty being contingent upon educating "active citizens" who will work to change the unequal distribution of resources in society. The latter group, which is generally composed of business leaders, argues that poverty can be eliminated by "giving the children of the poor an education that will help them to fit into existing economic and political relationships" (p. 34). The emphasis is on active versus passive citizenship--according to Spring--which sets up his parting shot, namely, that democratic, majoritarian control of public schools is inherently repressive of minority groups, and therefore contains "the seeds of destruction of a democratic society" (p. 196). This breeds some interesting questions: What is democracy? Does democracy naturally "eat itself alive," or do market forces contribute to its distortion?

After reading Spring, I am tempted to concede: We live in a political society that is much closer to oligarchy than true democracy.

Raving socialist propaganda

Spring is clearly a raving socialist. He provides a good picture of the mechanics of educational policy but from a very liberal perspective. He uses numerous illustrations which leave no doubt about his political position. The book has several false remarks about conservative leaders that border on libel. It is a shame that he couldn't put his biases aside and write a good book.

The ASTD Trainer’s Sourcebook: Diversity is based on my experience as a training and OD professional thrust into the potentially volatile position of stewarding a nationwide diversity initiative for a large corporation. Very few appropriate resources were available when I began this work in the late 1980s, and is true even today. Many approaches focused on differences or “white male bashing”—thereby dividing rather than uniting people. Others were just repackaged affirmative action training. Even worse, some focused on “what women want in the workplace” or “how to relate to African-Americans,” which actually reinforced stereotypes rather than overcoming them. Or, the theories seemed good on paper but fell flat in the real world.

Because of this, I decided to create my own approach, positioning diversity as a bottom-line issue that addresses today’s realities in order to benefit everyone. It produced such beneficial results that McGraw-Hill and the American Society of Training and Development asked me if they could publish it.

I received this book as a gift almost 4 years ago and I've already lent it and gifted it many times over.

I decided to write this review now b/c I had just enjoyed a re-read of it and thought it was highly worthy to praise through this convenient consumer channel. This book has wisdom that extends far beyond the realm of good business practice and can be applied to personal relationships, trust, disclosure and myriad other subjects we all must navigate with poise in life. I realized how timeless this book was on my recent re-read and highly recommend this book to anyone looking to further their knowledge of management, relationship marketing, responsible business practices and long-term success. The book's simple truths and stunning insights are surprisingly being overlooked in many of today's short-sighted companies. They have guided my own business philosophies and practices in too many ways to list. It is a timeless classic that should be seriously considered as mandatory reading in all business schools. Gosh, if only some of my old colleagues had read this...they may still have jobs!

About the Author
Wilbert F. Stoecker is Professor Emeritus of Mechanical Engineering at the University of Illinois at Urbana-Champaign, and the author of McGraw-HillÕs Refrigeration and Air Conditioning, now in its second edition. For 12 years, he has been a science adviser for the International Institute of Ammonia Refrigeration as well as a member of its research committee. Mr. Stoecker is also an associate director of the semiannual Industrial Refrigeration Workshop, a week-long course in which he also serves as a presenter.

intended for the engineer not for the technician..

this book is for the engineer or highly technical reader.. it is not for the average hvac refrigeration technician.. it is very in depth but depends largely on graphs and charts and while it does benefit the in depth smart person it is not written for the blue collar worker in the field.. there are some paragraphs and chapters which do help but overall the book is not meant for me.. i never return books and will read it again and again till i get some value..

The book for all refrigeration system designers

I have covered this book in length-no other book or handbook comes close in terms of simplicity of it's explaination. The latest ASHRAE Refrigeration Handbook is a good reference to have when using this book as there are cross references.Value for money and looking forward to the next book that would be specific on Ammonia Refrigeration Systems design.

Great info, but not for the average person

I enjoyed reading this book as a more intermediate industrial Mechanic, but for that price I expected a book with glossy pictures. I feel the book was over priced for a bunch of pages with drawings. Just a few black and white pics of equipment, and lots of complicated other stuff. The best pic was the cover. To really teach somebody this field you need to be a lot more visual.
I wouldn't recommend this book to a beginner. It would be a bit frustrating. But for someone who just wants a reference book with lots of useful information I think this book is for you.

This well-written biography is far superior to Gerald Astor's The "Last" Nazi: the life and times of Dr. Joseph Mengele ( LJ 11/1/85). Through Mengele's son, the authors were given access to their subject's letters and private diaries. Judicious use of these materials represents the book's greatest strength. Though Mengele's nightmarish Auschwitz activities almost defy rational analysis, the authors have done their best. Fully two-thirds of the study, however, addresses Mengele's years of evasion, and it is here that a more "human" Mengele emergeslonely, frightened, and totally remorseless. Not What I Was Looking For

I bought this book at the same time I purchased the Longerich biography of Himmler and the Gerwarth bio of Heydrich. Those are both academic biographies that adhere to high standards of historical research; Posner's book does not. Posner presents the case for the prosecution. It's a piece of highly readable "true crime" writing, but history or biography it's not.

In the area Posner is really interested in--the disappearance of Mengele after World War II--Posner appears to have done yeoman's work. But the reasons why we should care about Mengele are given short shrift. The thirty-two years of his life before Auschwitz get a 15-page summary. The Auschwitz period gets a slightly more substantive 40 pages. And the rest of the book, some 270 pages of text, is about Mengele in flight and hiding. In terms of a "complete" story, what the man did and why he did it is of considerably more interest than the logistics of his flight from the consequences, but about Mengele from 1911 to 1945, Posner has nothing new to say.

In fact, Posner doesn't appear to have met a professional standard for evidence regarding this period. Though the blurb claims Posner had "exclusive and unrestricted access to more than 5,000 pages of personal writings and family photos," it's questionable whether he personally read much of this. Instead, he provides sound-bite opinions from others "who have read Mengele's autobiographical writings" (see for example p5, 15). The opinion of an unknown academic regarding papers that are not quoted is of little value.

Even more surprising, Posner uses an arrest warrant as evidence of Mengele's actions in Auschwitz (p24ff). As a qualified lawyer, he really ought to know better. Apparently he did not consult the primary sources upon which the warrant was based--the word of the warrant was sufficient for him.

No serious person questions Mengele's guilt. But a failure to investigate and document the crimes in an organized and detailed fashion is a failure to provide the victims the "complete" explanation explanation they deserve.

In short, if you're looking for "the complete story" on Mengele, this is not it. A more appropriate tagline for this book is that "it completes the story." It was the first account to provide a coherent narrative of what happened to Mengele after the war. The curiosity it was written to satisfy, however, has become obsolete in the thirty years since the book appeared.

Insight into the dark side of genocide

Though genocide is something that continues to fill evening news and panel discussions on clashes and conflicts in countries that seem like an eternity away, this book explores the dark side to the Holocaust, darker than normal because, in this unbelievable biography, genocide and Nazi evil is given a human face in the form of the smiling and smartly-dressed SS doctor, Josef Mengele.
Known greatly by survivors and Holocaust historians/scholars, there is little literature out there that paints a complete portrait of this man, from his spoon-fed existence in Bavaria to his existence and later death in several South American havens, which, by sheltering this infamous Nazi, unwittingly spat in the face of international justice and law. The full story of his escape and hiding from the international community is described. Everything one could ask for on Mengele is contained within the pages of this book, sometimes shocking, sometimes sinister, sometimes bewildering, and often very thrilling.
Posner's book reads like a fast-paced thriller, in which the reader is transported back into time and placed before the spectacle of Mengele, the "Angel of Death." This is the first book by Posner read by the reviewer, and he admits that he was (and continues to be) very impressed. Meticulously researched and even given access to Mengele's unpublished and largely unused diaries and autobiography (still not released by the Mengele family), this biography stands out over all other 'attempts,' for they all fail miserably to even try to surpass or compete against Posner's masterpiece. He is to be commended on a fine job in painting a vivid portrait of Mengele. Hopefully, readers will begin to see the truth behind the many distortions surrounding the Holocaust and its perpetration - and that the perpetrators of this nightmarish bloodbath were human beings like everyone else, not a label of dissent that brings about a rift between Holocaust (or any other genocidal) perpetrators, and thus ensuring that genocide continues forever. Most certainly, Mengele's deeds were monstrous, but their monstrosity does not change the fact that he was still human, just like us. If we forget this fact, then genocidal forces existing within the souls of us all will continue forever.

I am currently reading several books on Auschwitz and this book gave me even more insights into the evil that coalesced into genocide in that dreadful place. I also read about the dwarf family and their relationship with Mengele and together I believe I have a grasp on what made this man do what he did do and why. Mengele was at once a bureaucratic drone and a man deeply in need of public recognition through his "work" and an adherent of Hitler's superman ethos. He was, while in power, evil incarnate in his total disregard for the humanity of those upon whom he experimented and exploited in his search for a research breakthrough that would make his name known worldwide for his supposed brilliance. but on the other side, he was, when completely out of his Nazi power, an exemplar of Hannah Arndt's "banality of evil." Mengele was a coward. Stripped of his "superman" status as endowed by Nazi state power, Mengele lived a life on the run, a life haunted not by what he had did but what the consequences of his evil would be if he were caught.
